a. When Why and How

Since the promotion of “The 14 Major Construction” in 1989, the government led many foreign labors to Taiwan, due to the labor shortage. People from Thailand, Malaysia, Indonesia and the Philippines were all included. Therefore, they are the first batch of foreign labors in Taiwan.
High-wage is the main reason of their coming. Because comparing to the salary of their own country, they think they would gain much more overseas. However, before they come, they should first pay the cash deposit which costs them a lot. Hence, it becomes a heavy debt during their work. They only get a little of the salary. What’s worse, extra works and bad environments only result in many arguments.
