Economics
Foreign laborers can do anything we don’t want to do, like take care of old man, working in the dangerous construction site and so on. They also only take less money from their boss. It makes the boss love employ them because they work hard and doesn’t cost them a lot of money.
When they live in Taiwan, they have to spend a lot of money to buy the articles for daily use. If they spent more money, Taiwan’s economic would rise faster. It means that if we were to dislodge foreign laborers, we might lose a lot of stimulate economic consumers.
Foreign laborers also bring a lot of foreign culture and their exotic. They use this preponderance to keep the stores like exotic restaurant, exotic shop and so on. Because the prices in the shops are very cheap, it attracts many local or foreign people to buy or eat something in there. Even in the economic recession, the shops still full of many people. It is to say, the foreign laborers are the one of major characters in our economics.
Their Inferior Position in the Mainstream Society
Most of the foreign laborers’ English and Chinese are not very well that our communication is handicapped by the language barrier. We can’t communicate without impede with others and always make the meaning to be wrong. Because of that, most people always hold them in contempt. Local people also think foreign laborers are dirty and disgusting just because their skin color is very deep.
Foreign laborers are always distributed in second industry like the factories, construction sites and so on. Most people always to think the second industry are lowly occupation. Because of that, local people always think of foreign laborers are in the inferior position in the mainstream society.

3. The Real Fact
According to statistics, to the end of March 2007 there are 345,812 foreign laborers in Taiwan; of these, about 20,000 people to flee.
But why do they want to escape? It is not because of the bad relationship between employers and employees; the majority reason is on account of foreign laborers work without rest whole year and the employer always orders them to do everything. Foreign laborers works hard all year, lost their private space and time, some employers may even limit the time for employees to go out, and not allowed them speak on the telephone or go to the church. In a variety of restrictions, foreign laborers will be the emergence of the idea of escape. Another main reason is that most of the salaries of foreign laborers have been deducted from agencies. If foreign laborers through intermediary companies come to Taiwan to work, they will be charge agent fees and service fees. In the huge economic pressure, foreign laborers would have wanted to escape similarly. Another saying is that foreign laborers being treated unfairly by employers, they turned to shelters to seek asylum. But in waiting for the Government's investigation, they also lost their jobs. After losing their jobs, they can not pay huge agent fees; they have to choose to escape to earn money. However, most people just blindly criticize foreign laborers to flee dereliction of duty, but not understand why they want to escape. To prevent the increasing number of foreign laborers flee, employers and Council of Labor Affairs must be make more efforts and real understand why they want to escape.

It cannot be denied that every year, hundreds of thousands of foreigners come to our country, Taiwan. And no matter where they came from and what reasons they have, most of their purposes seem to be the same – making money.
Of the foreigners, southeast Asian and Mainland Chinese take a good part. They can be found around every corner of Taiwan. They have to look after the old or children, sweep the house, divide the work in an industry, and so forth. This entire phenomenon seems to be natural and true. However, during these exhausting jobs, do these foreign labours possess the same condition of equality? Are they treated fairly without any discrimination such as extra work hours? Apparently, we appear to ignore what consequence my cause. After all, misconception between two nations is easy to occur. Another important point is that mass media play an important role in it. They seem to be the main instigator, misleading the public that these labours are inferior.
We believe that foreign labours are treated unfairly in Taiwan. So we attempt to explore case by case and hope to arouse people’s attention to the issue of discrimination.
With the mission, we will begin with the history and origin of foreign labours employment in Taiwan. Next, we will look into unjust cases to illustrate the phenomenon of discrimination against foreign labours, because nowadays conflicts and problems seem to be normal. Also, we will make an interview with foreign labours to find out what they really think and need, finding out how to better the situation. And by the questionnaire, we hope to see our local people’s attitude. If the result is negative, we hope to re-educate our people.
It’s wrong and unfair to judge them just because they are from other countries. We are not superior, but we hope to spend our little effort to help them. After all, each group should assert their rights. Among some anti-discrimination laws, we hope to find a suitable way to assist them and better our society.

3. Politics
In fact, Taiwan is not a lack of labor force, but since 2000, the island's unemployment rate has been high, the authorities still introduce so many laborers from other countries. One of the reasons lies behind is because the politics. Higher labor costs on the island; employ a local laborer’s money can hire two foreign laborers, but local laborers do not do the hard, tired works. More importantly, Taiwan authorities have seen foreign laborers as an important bargaining chip of” diplomacy development”. The ex-president also made use of foreign laborers to seek political benefits, even one after another to stop the introduction of the Philippines and Indonesia labors as a threat to the two governments. For political and diplomacy concerned, the government’s position of oppose lead in foreign laborers change into establish a law to regulate them. In the open laborer policy considerations, we can see the legislators asked the Government to implement the introduction of labor. This shows that we can see the involvement of political forces where the foreign laborers are.

Because of that, our currency was almost sent to another country. It make our economic only expense but not income.

1. Mass Media, the Mass Misleader
What comes to your mind when you first think of southeast labors? Definitely, most of the answers are not very different.
Many discussions of the media about them, however, are not as adequate as we thought to be. Because their standpoints are out from the profit of public, that is, our mainstream society. They rarely defend them from the standpoint of minorities.

Since the promotion of “The 14 Major Construction” in 1989, the government led many foreign labors to Taiwan, due to the labor shortage. People from Thailand, Malaysia, Indonesia and the Philippines were all included. Therefore, they are the first batch of foreign labors in Taiwan.
High-wage is the main reason of their coming. Because comparing to the salary of their own country, they think they would gain much more overseas. However, before they come, they should first pay the cash deposit which costs them a lot. Hence, it becomes a heavy debt during their work. They only get a little of the salary. What’s worse, extra works and bad environments only result in many arguments.

And no matter what is their purpose, most of the reasons are the same -- work. We may well say that this is a natural situation in the present days. While this may be true, but sometimes we just ignore what is the consequence that it may cause.
You can frequently find them looking after the old or children, sweeping the house, even dividing the labour in a industry, and so forth. However, during these exhausting works, do they possess the same condition of equality? Racial discrimination, including extra work hours and unfair treatment, facts such like these can be seen everywhere. Therefore, misapprehensions between two nations are easily to occur. To begin with, we searched for the history and origin of foreign workers in Taiwan. According to what we found, the major entering was in 1989, when the government promoted the “14 Major Construction”. In consequence, the shortage of labors resulted in the incoming of more and more foreign workers. Since then, they began to play one of the important roles in our society. Next, we looked for the incidents that corresponded to these kinds of issue. It was not difficult to find articles, especially news report, about them. So many were the conflicts and problems that they even seem to be normal nowadays. We barely stop to think that this, however, is some sort of discrimination speech. Conversely, the mass media is the main instigator, misleading the public that those labors were inferior. We should know that the free speech is often necessarily needed to be regulated. And by the questionnaire is obvious to see that out attitude needs to be corrected.
Also, it's necessary to make a interview to find out what they really think and need. And find out how to better it. After all, it's not fair to judge them just because they are from other countries. We’re not superior, so each group should assert their rights. By some anti-discrimination laws may find a suitable way to better our society.
